If somebody receives no attention, it is because their lists need to improve, just like in the real world.
The Top Tens is not some toddler's soccer league where nobody keeps score, it is the ultimate proving ground, and by nature the weak are eliminated.

To the visitor, no. There are some really underrated users with GREAT lists. TheTopTens isn't a popularity site, and how is it the "ultimate proving ground"?
