It was also confirmed by Beerus at episode 95 that Golden Frieza has reached Goku SSJ Blue but I still believe Goku can go even further. The Golden Frieza from episode 94-95 it seems that he became more stronger than before so I guess he should be ranked higher. Golden Frieza can't be underestimated but I am 100% sure that Goku can beat him.
