8 Steve Young

He was a good passer and a good runner great throws

9 Fran Tarkenton

Fran revolutionized the game. He was the greatest scrambler ever! For most of the first 11 years of his career, he made poor to fair teams competitive. Considering the teams he played on during those first 11 years, he was amazingly durable. Look at what happened to Archie Manning's career because he played for some terrible Saints teams for most of his career. As brilliant as Joe Montana was, if he began his career with an expansion team (like Fran in 1961), then went to a team that won one game the previous season (Fran went to the Giants in 1967- the Giants won one game in 1966), he would have had a completely different career, and probably wouldn't have lasted as long.
