There are many reasons why Dazai can be considered the most powerful character in the show:
1. He has an extremely rare and powerful ability, No Longer Human, which allows him to nullify any ability upon contact.
2. He's physically very strong and fast. Dazai's ability is not suitable for offensive purposes, but to make up for it, he is already very strong without his ability. In one of the light novels, he defeated Chuuya, the strongest martial artist of the Port Mafia who can easily shatter a wall with one kick, in hand-to-hand combat. He is also so fast that he can dodge bullets with ease.
3. He is very intelligent. Not only is Dazai physically strong and possesses a powerful ability, but he's also very smart and cunning. He's the mastermind behind many schemes and is a master of manipulation and interrogation. It has been said that no one has failed to spill everything in the face of Dazai's methods.
All of these make Dazai the most formidable and dangerous character in Bungou Stray Dogs. There was even a saying in the Mafia that the worst thing for Dazai's enemies was the fact they were his enemies, which speaks volumes about how feared he is among foes and how valuable an ally he is. Not to mention, he is always two steps ahead of his opponents.

Chuuya Nakahara
Chūya Nakahara (中原 中也, Nakahara Chūya) is a recurring character in the Japanese manga and anime series Bungo Stray Dogs. He is an executive of the Port Mafia and was formerly partnered with Osamu Dazai in the duo known as Twin Dark. He possesses the powerful Ability Upon the Tainted Sorrow.
He can control gravity, create black holes, and fought a singularity that could have destroyed the world all by himself. Are we serious? Why would Dazai be there?
If Chuuya actually wanted to kill him, he could easily do it with pure strength. It says most powerful characters, not smartest.
He's a complete hothead and is easily provoked into rushing into fights without having a plan, which may result in many regrettable losses. However, in terms of pure destruction, he wields a terrifyingly powerful and destructive ability that causes devastating damage, making Chuuya very hard to defeat. Not to mention, he is already physically powerful, being the strongest martial artist in the Port Mafia.

Atsushi Nakajima
As time progresses, I think we will find that Atsushi becomes the strongest character in the series. Aside from his lack of experience (already shown to be growing stronger each season as his experience grows), his only downside is his self-image. When he becomes confident in himself, I think we will see him merge with the weretiger and become the strongest person in the show.
My favorite character, but impartially, I believe there is room for improvement. Overall, I think with time he will become the strongest character. All he has to do is have a little more faith in himself and train to become stronger. After all, he only started learning control not too long ago. I think once he learns to control his power, he would be unstoppable. I would very much like to see Atsushi bond with the beast within him.

His ability, as powerful as it already is, has yet more potential. So does his character. If he weren't so mentally unstable, he would easily top this list in my opinion.

He is supposedly strong. His ability's power has not yet been fully revealed. He is smart too.

The amount of wealth he wields translates to his power. At the end of Season 2, I'd say he'd be the most powerful, gifted character other than Chuuya and Dazai.
It depends on how much money he's got, but if he is as rich as he was when fighting Atsushi and Akutagawa, he'd be a force to be reckoned with.
I don't understand how he is this low. He should at least be on par with Akutagawa and Atsushi because of Season 2.

It's heavily implied that he's actually The Great Old One. Dazai was not able to nullify his ability, which means it's not an ability. He is so nonchalant that if he did care about defeating anyone, he would obviously win. After being blown away by Chuuya and Dazai, he just regenerated. He even said himself that since his contract is done, he'll go back to sleep. I'm absolutely 100% sure that he's not human. He's based on Lovecraft's (the real one) Cthulhu, which is a great power that lies in a death-like slumber beneath the Pacific Ocean.
I literally don't know why people think Chuuya, Dazai, or any other character is the strongest (especially because they always win since it's that type of anime, even though I wish it wasn't), when there's Lovecraft. Why do people sleep on him when he's actually a multidimensional being who's immortal and is, by the way, actually Cthulhu?
I love how he's portrayed as this neutral, IDGAF force because he's a god and they aren't worth his time. Plus, it's crazy when you realize that Lovecraft is basically going easy because he's lazy and sleepy, and only using like 10-20% of his power. Just sayin.

He can take anyone who reads his book into that world. It's a perfect trap. One's curiosity would peek into the book, and with one peek, they'd be in Edgar's novel. This was shown in Season 3 when Chuuya almost attacked Ranpo but was blocked by Edgar's book, and they both disappeared into the novel.

Dazai himself says just how powerful Odasaku's ability is. If it weren't for the leader of Mimic, Odasaku would still be alive and able to beat the Armed Detective Agency if he was willing. The only one who could possibly beat him is Dazai, because of the ability No Longer Human. If I'm correct, I believe Dazai said that he didn't have the skills to beat Odasaku. That would mean Odasaku is stronger than the guy at the top of the list. If not at the top, he should at least get second place. He could even beat Akutagawa's Rashoumon flawlessly. He could've been the boss of the Port Mafia if it weren't for his dream of becoming a writer, which gave him his reason never to kill.

She's really strong in hand-to-hand combat. Her ability, Thou Shalt Not Die, is a healing ability, able to heal any fatal injuries as well as restore body parts. This is shown when Kunikida told Atsushi that it's okay even if he lost both his arms because they had Yosano.
Can heal any fatal wounds and has good physical ability.

I don't think he deserves to be only in 8th place (yeah, at the moment he is in this position). Ivan, Chuuya, and Akutagawa are examples of who can defeat long-distance attacks. If a sniper shoots Ivan, he can easily create a wall to block the bullet(s). He can stay in an egg made of rock, and he can make rocks float and rotate like he did in the 3rd season to protect himself. It's quite impossible to bring him to a place where stone doesn't exist. Unless you live on a planet made entirely of air, fire, water, or something else, you are safe from that Russian.

He is stronger than Dazai in martial combat. They switched places in one of the fights to specialize based on their strengths. Kunikida took on someone so physically strong that Dazai was getting beaten up.
