She definitely deserves the first place. She's dull, unexpressive, and hasn't done anything vital except in Enies Lobby and Onigashima. Many One Piece characters surpass her in every possible aspect.
In terms of writing, Nami, Pudding, and Otohime are far better developed. When you compare her to these characters, she feels relatively niche. She doesn't match the strength of characters like Big Mom, Ulti, and Smoothie.
In terms of intelligence, Nami stands out. Robin is academically minded and understands history, but she only knows a language that was never meant to be particularly difficult. Nami, on the other hand, is a prodigy - she's a genius in mathematics, science, geography, economics, and even physics. She's far more useful, especially since she's the key to reaching Laughtale.

Trebol

Trebol isn't the worst character. He has enough power to take on Luffy if he wanted to. Trebol and his Devil Fruit might be nearly awakened. He's the type of character who can monopolize his Devil Fruit even if it is nearly awakened.

Ugh, he disgusted me.

Nami

Nami is a fictional character in the One Piece franchise created by Eiichiro Oda. She is the navigator of the Straw Hat Pirates and is known for her skills in cartography, navigation, and theft. Her character design was inspired by Ann and Silk, two characters from Oda's earlier work Romance Dawn.

Always giving orders, pretty useless most of the time, dresses like she's working the streets, always getting either the damsel-in-distress treatment or used for fan service. The only good thing about her is her boobs, and even then they are nothing special.

She's a bad role model for kids. She treats elderly people poorly and even hits them. She sends the message that it's okay to hit boys as long as you're a girl. One Piece has a lot of kid watchers, and I feel so sorry for them.

She's an absolute shameless tramp with no grace. She's also a bossy, manipulative, classless skank, and she'll always be ugly inside and out.

For someone who hasn't eaten a Devil Fruit, Spandam has enough power and influence either with or without them. I can see him having a Logia-type Devil Fruit. He also appears to be a Devil Fruit hunter, hybridizing Devil Fruits with whatever is available and accessible to him. Whatever he'll do with the unnamed hybrid Devil Fruit will either make him crazy or allow him to hybridize the correct Devil Fruits to rechallenge the Straw Hats again for another round. He even appears to be a bit of a genius - though not the greatest, unlike Vegapunk.
